NTP stands for the "Network Time Protocol", and therefore should be treated as a proper initialism and be presented in all caps.

Alternatively, since the actual title at the page is "ntp – what time it is?", which you may note is all lowercase, then that could be considered an appropriate subject line according to the HN guidelines.

But the mixed case "Ntp" is definitely in violation of both of those principles.
