Announcing SecureNN in tf-encrypted

SecureNN gives efficient secure ReLU's and Maxpooling neural network layers. This is done using secure multiparty computation (MPC).

tf-encrypted is a project that aims to bring secure technologies into a place that feels familiar to practitioners.
