Learning sessions at the workplace

What is your experience with additional learning in the workplace. In my experience and from what I've read, scheduled learning and consistency is key.

With that in mind, in your experience, what has been the most effective way to have extra carriuclar learning in the workplace?

For instance, you're able to have 3, 1 hour learning sessions per week. Say Monday, Wednesday, Friday - how do you choose what to learn? Voting system? Which style of voting system? Something such as UserVoice (https://www.uservoice.com)?

With uservoice you could do rolling interest voting by allowing each account only three votes total. Which may be allocated and changed at any time.

Do you run one topic or three topics weekly. With one, you can emerse yourself in topics with the schedule. It would be easier to organize the schedule. As well as have the commitment of the subject matter experts for shorter periods of time which may or may not be beneficial to them.

If you ran three different topics for each learning session you could have a higher participation rate. As you would cover more employees and their different interests. It may be easier for subject matter experts to commit to one day a week. It would drastically change the scheduling in terms of keep participation per class and SME availability.

Any ways, I'm hoping some folks who have experience in this area or even just ideas about it could provide some feedback. This is something we'd like to approach but looking to learn from others experience.
