Read your whitepaper. You should look at Meshtastic. Very gnarly issues you left unaddressed are 1. Not having delivery ack sucks 2. Good floodfill algo in crowded areas 3. Hop constraints Using BLE is fun idea though. Has merit.
That's cool. We were doing something very close to this at Nokia around ... 2012 iirc. Had implemented for N900. I tried to push it in, obviously unsuccessfully. "Oh but Roope, people can use it for unlawful things..."
