I am both surprised and not surprised the US Postal Service website's banner alerts are simply someone commenting and un-commenting the html. Random indents and all.

As a web dev for 20+ years, I actually love this. Simple and it just works. No external dependencies or database involved. Probably cheaper and easier to maintain than doing it any other way.
