Ensure all non-expiring personal, project, or group access tokens as of 16.0 get a 1 year expiration (migration)
In https://gitlab.com/gitlab-org/gitlab/-/issues/369122+ we announced deprecation of tokens that don't have an expiration. In https://gitlab.com/gitlab-org/gitlab/-/issues/392855+ we are preventing users from creating non-expiring tokens. This issue is to migrate any non-expiring project, group, or personal access token to have an expiry set for 1 year from the date the migration happens.
