This document describes a world wide government which is optimized for people.

Preface

The governments of old, with a capitalistic system, leaves the poor behind and has them struggling to make ends meet. Moreover, the systems are not optimizing laws for the betterment of the environment. Rather we lay waste to the earth and leave it barren. This document is a constitution describing the laws of a final covenant. Rules are subject to change by the Philosopher King.

7 Guiding Principles

You shall not harm others
You shall respect other's rights and freedoms
You shall promote the common good
You shall be honest and not bear false witness
You shall honor your family
You shall follow the laws
You shall fulfill your obligations

Elections

Leaders shall be voted into office for lower levels of office but the overall government is a philosopher king. There shall be one leader for the entire world and sub-leaders for continents, regions/states and local municipalities. Elections will be held for state and local governments. The philosopher king shall appoint leaders for each continent and have discretion over all leadership positions. Continental leaders can remove a state or local leader however the philosopher king may create a committee of seven members to investigate possible corruption if warranted. The findings shall be public record once completed. The philosopher king may override the request if the case is not strong enough. The same applies for state leaders over local leaders where the continental leaders have discretion on appointment and investigation.

Requirements

SuPragma shall be used to vote for leaders anonymously.
Election voters shall have one vote unique via their DNA (not accounting for twins).
There shall be no term limits for elected officials.

Food and Drugs

Food is a requirement for all humans and animals. Under the final covenant food shall be readily available and fit for consumption.

Requirements

All food and drink for human, farm animals, and pets shall be organic and Non-GMO.
Food staples shall be farmed and distributed by the state.
Food staples shall be available for all in all supermarkets and grocery stores with vouchers.
Restaurants cannot redeem food vouchers.
There shall be no taxes on food staples.
There shall be no limits on recreational drugs although they must be prescribed by a doctor (drugs are free, cannot be denied, and requires education and lectures for each prescription).
If possible people shall grow their own food.
All recreational drugs shall be organic and created by the state.
Consumption of any food, drink, or drug is legal given a parent or guardian is present and approves. Parents are criminally responsible for any harm endured by the child.
Pharmaceuticals shall be state run and publicly funded.
Public intoxication from any kind of drug will result in jail-time.
Any addictive substance/drug or activity may not be advertised (includes but not limited to: fast foods, drugs, caffeine, alcohol, tobacco, social media, gambling, sex work).
Dietary restrictions are subject to local laws to adhere to local culture.

Housing

Housing is a requirements for all humans and pets. Under the final covenant shelter shall be readily available and fit for living.

Requirements

Each person shall receive a minimum of 300 square meters of land to live in
If a home's capacity is greater than the number of people on the land then others may assigned to live there
There shall be different tiers of housing assigned based on contributions to society (mixture of taxes paid, letters of recommendation, societal contributions, time spent at current housing location, and job creation)
When a family moves away from a residence a lottery shall take place for the new tenants.
It is possible a family may be downsized or up sized for their living assignment if a member arrives (new birth or marriage) or leaves (childless divorce or child moving out with approved relocation)
Upon finishing the first trimester of a pregnancy, a family will be given the option for a new location.
Housing is guaranteed for up to 3 years at any location.
The new family which shall move in shall meet the square footage requirement where each member entities them to 300 square meters per member.
There shall be no taxes on land, no rent, or leases on residential housing.
Weekly cleanliness checks will happen. Tenant gets maximum one warning every 3 months. Citations will result in mandatory training and fines levied. Drawers and closets will not be checked for privacy. Eviction and downgrades of living arrangement is also possible.
Yards and gardens shall be maintained. They will be inspected along site the weekly cleanliness checks.
Fines are relative to income (with a minimum for those without income).
Approved requests to move to a new location outside your state will reset your tier of housing to the lowest tier.
Groups of people can collectively apply to move to a location.
New homes will be made with fire resistant and termite resistant sustainable material.
Unapproved travel may result in deportation, possible jail time, and fines with a fair hearing.
Relocation of an existing family shall be within 40km radius.
Merging of families can result in being moved to either existing location of the two families within a 40km radius.

Healthcare

Requirements

Healthcare, mental healthcare, dental care, and vision care shall be free for everyone.
All medical workers shall be employees of the government.
State mandated three days off for employees a week.
Blood tests and DNA testing shall be free for those who want them.
Medical workers may not work more than 8 hours a day (with rare exceptions).
Local municipalities are judged by population health metrics.
Hospitals shall be staffed appropriately to meet peak load.

Environment

Requirements

Everyone shall do their part not to taint the earth through community led environmental programs.
Government will invest in green technology to minimize human negative impact on the environment.
All issues shall be addressed through either manual effort or technology.
Mosquitoes, ticks, and fleas shall be eradicated.
High powered lights that are unnecessary will be banned (Example: Luxor casino).

Marriage, Sex, and Children

Requirements

Families shall be encouraged.
There shall be a notion of marriage but completely optional and without restrictions.
The government shall know the parent of each child.
Family members shall be colocated near each other during housing placement.
Fathers and mothers must live with their prepubescent children, this expands to multiple partners of children.
Families must merge when united through the birth of a child.
Day care shall be provided free of charge and state run.
One parent can claim parenthood to be a full time job until puberty.
There shall be no discrimination based on sexual preference under the eyes of the law.
A person can sexually be with as many people as they want granted they notify their other mates.
A couple must take child rearing training upon learning that they are having a child.
Failure to pass training shall lead to the child being taken away by the state.
A person can have sex after they have gone through puberty.
Couples therapy shall be free for all.
Pedophilia is highly illegal.
Cloning, test tube babies, and designer babies shall be illegal.
Prostitution shall be legal and regulated.
Sex trafficking is highly illegal.
Abortion shall be legal up to 3 months after pregnancy is discovered.
A person shall not be discriminated based on their sexual preference.
A person cannot have a sex change until the age of 27 when the brain is fully developed.
Adultery will result in fines and jail-time.
The mother or father will get voucher credits for each prepubescent child for necessities.

Clothing

Requirements

Laundry is state run.
Vouchers will be given for used clothes purchases and detergent.

Taxes

Requirements

Taxes shall be prorated based on income.
All income shall be taxed at the same rate regardless of where it came from.
The highest bracket shall be taxed at 95% for those making the equivalent of $1M USD (in 1983 AD).
There shall be no loopholes to avoid taxes for corporations.
Corporations may only save a maximum of 10% of their profits for an emergency fund.
Corporations must deploy either through reinvestment or payout of dividends a minimum of 90% of profits.
Corporations shall pay a prorated tax on all profits.
The highest tax bracket shall be taxed at 95% of companies making the equivalent of $1B USD (in 1983 AD) of profit.
Business owners may reinvest all or a portion of the income of selling a business within 90 days without taxation.
The government shall hold the money in escrow of a liquidation to ensure reinvestment takes place and will pay out as income with taxes deducted if not reinvested.
Personal loans shall be protected by law and require a written contract. Statue of limitations is based on jubilee period dependant on loan amount.
Tax code will be written in programming code.
There shall be a bug bounty for identifying unknown loopholes.
If a loophole is found, reported, and not closed within 30 days you may exploit it.
Exploiting a loophole without reporting it can result in fines and jail-time.

Transportation

Requirements

The preferred method of transportation shall be bicycles or electric bikes.
All electric bikes must be peddle assist.
All operational gas cars can be traded in for a state sponsored electric car with limit one per citizen. These cars must have been registered by the driver for a minimum of 3 years.
All public transportation shall be free.
Freeways or motorways shall not have a speed limits.
Ride-share shall be free through self autonomous driving taxis.
There shall be no registration fees or smog check fees.
Gas cars shall no longer be manufactured.
Gas cars shall smog check once every 6 months to strict guidelines.
Cars parked on the street must be operational.
Parking signs cannot have more than 3 rules.
Street parking shall be free.
There shall be noise ordinances on cars, trucks, and motorcycles.
Freeways and congested streets shall be expanded by way of eminent domain.
Phones shall be turned off except to make an emergency phone call or using voice control while driving.
Emergency vehicle notifications shall happen inside cars (lights or auditory alerts) to minimize siren noise.
Wires shall be underground to facilitate flying cars.
Oil is controlled by the government.
The state sets the price for oil and gas.

Economy

Immigration

Requirements

People shall be free to move about worldwide as they please granted they have assigned housing or a tourist/business visa.

Education

Requirements

All people shall have free education.
Children will be homeschooled by parents, tutors, internet resources, or AI chatbots.
Colleges shall be ranked in tiers but funding shall remain equal to all schools based on the number of students which go to the school.
Capacity of each college is set by the state.
Professors and university staff shall be government employees.
Selection process to schools shall be done in a lottery system based on the tier the student is in.
Any student can take the online equivalent and earn an equal degree compared to someone who went to school in person.
A person shall work at least two years after each college degree.
There shall be no caste system but only based on merit and good deeds accomplished.
There shall be different tracks of learning depending on the strengths of the individual.
This document will be required reading.
Existing schools will be repurposed for the community and as a location where children can play and socialize.
School after puberty is optional.
Education level may dictate higher levels of voucher values and housing tiers.
Before going into adulthood, children must overcome trauma suffered in their life with a help of a trained therapist. The therapist must give written approval that they have passed the auditing process. The therapist must document all findings and share them with the child and the parents (unless it is related to any kind of advise by said parents in which case it must be reported to child protected services for investigation). Children may petition for a new therapist upon rejection. The therapist must be up front about the right to petition.

Commerce

Requirements

All land is state owned.
People of African decent of 25% or more shall get reparations (25% state sponsored contribution).
People of Mexican decent of 25% or more shall get reparations (10% state sponsored contribution).
People of Native American decent of 25% or more shall get reparations (25% state sponsored contributions).
People of Palestinian decent of 25% or more shall get reparations (25% state sponsored contributions).
Reparations end after 100 years of implementation of this document.
All things not given for free through the state shall be allowed under a capitalistic system.
Commercial real estate may be rented by companies and individuals at a fair rate.
10 year leases shall be available for commercial ventures with fair rates with rights for land manipulation within local laws.
Subletting is mot allowed.
You shall not sublet.
You may not raise prices more than inflation.
Money shall be tracked through a blockchain ledger.
Day trading and options trading shall be forbidden.
A minimum of one day must pass before selling stock or equities.
Short selling shall be legal.
If the philosopher king does not understand the financial instrument then it shall be forbidden.
Currency shall be known as Paxa.
The minimum wage shall automatically increase by 2% for full time employees however not applicable for Supgragma businesses.
Contractors shall have no minimum wage.
Companies that own a monopoly on a given vertical of business shall be nationalized and converted to Supgrama businesses.
There shall be no public or private institutions which offer credit or debt.
Unused land shall be requisitioned.
Gambling shall be legal, require posting income statements, and audits by the state for fairness.
Capital investments shall be allocated by the nation for large and small endeavors and the state shall own a portion of the company.
Open ended initiatives shall be able to get funding through the government for a portion of the company.
Venture capital firms shall be regulated at the state level.
There shall be 2% inflation to encourage investment.
Corporations may use SuPragma software to operate.
Corporations shall be allocated carbon credits based on their headcount.
Carbon credit shall neither be bought or sold.
Additional carbon credits must be purchased from the state municipality.
Billboards shall be illegal.
Crypto can be used but has no legal protection and will be monitored closely for wrong doing or tax evasion.
Unused commercial real estate will be given to the local communities with self determination on how it is best used.
No illegal activities may be advertised.
Crypto may not be advertised.

War

Requirements

All war shall be forbidden.
All arguments which cannot be peacefully resolved shall go to an arbitrator.
Each side will flip to fight for the other where the greater of the deals shall be taken.
Guns shall be forbidden except for single shot rifles for hunting.
All firearm weapons must be registered.
Bullets shall require inscription of gun operator.
Police shall carry no firearms or lethal weapons.
Nuclear weapons shall be prohibited and banned.
All existing weapons are to be destroyed (minus single shot rifles and antiques).

Justice

Requirements

The justice system shall reflect that of the US based system of checks and balances.
Prisons shall be rated by recidivism rates and publicly funded (See Champ-Dollon Prison from Switzerland).

Each continent shall have their own supreme court with rulings specific for each continent.
The philosopher king may weigh in on settling conflicting supreme court rulings.

Data and Media

Requirements

Data on individuals shall never be sold.
Data collection shall require opt-in (implicit when signing up for a service).
Cookies shall be allowed only to the domain that placed them.
All source code shall be AGPL.
All digital content shall be free and public domain after 10 years time.
All encryption shall use homomorphic encryption (quantum computing proof)
There shall be no patents on software.
Public facial recognition shall be banned in public settings.
If a domain is not used within a year it shall be put up for auction or lost.
All main stream media shall be fact checked government officials before being released to the public.
Incorrect reporting require twice the amount of reporting for the correction with the same placement.
All corrections/take down requests, and their explanations will be posted on a public website.
Internet shall be paid for by the government.
All people shall be issued a basic phone, tablet, VR headset, and laptop.
Basic services applications will be provided on said devices.

Requirements

The metric system shall be used worldwide.

Legal

Requirements

The punishment shall fit the crime, no more, no less.
There shall be no cruel and unusual punishment.

Requirements

Water shall be free up to a given limit designated by local governments based on headcount.
Power shall be free up to a given limit designated by local governments based on headcount until a source of unlimited power is implemented.
Nuclear power shall be allowed until a better source comes along.
Solar power shall be the default type of power until better options come along.
All wires shall be underground.

Individuals and Groups

Requirements

Groups, clubs, and organizations may use SuPragma software.
There shall be no cruelty towards people, animals, or aliens.
Non-profits shall no longer exist.

Companies

Requirements

Companies must disclose all conflicts of interest on a public facing website and must be linked on their main website.
Companies must provide reasonable accommodations for employees with disabilities.
Companies must protect their employees from harassment and bullying.
Chiefs and owners are not indemnified from illegal activities their companies engage in.
Companies must give employees up to 3 months family leave for family and medical reasons.
Companies cannot discriminate based on sex, race, national origin, age, sexual preference, disability or genetics.
Companies must provide a safe working space.
Companies must pay a minimum wage determined by their local government.
Companies must protect the privacy of the employees.

Government

Requirements

The government will be based on a democracy but the philosopher king and the regional appointed kings shall have veto power.
Every person shall get one vote using their DNA as their unique signature.
Identical twins or higher shall be registered to allow multiple votes given their DNA is the same.
People shall be able to self identify their own provinces based on culture.
There shall be local, regional, federal, and worldwide laws. This document details the worldwide laws which cannot be overwritten.
Laws shall be no longer than 1000 words for simplicity sake and focused as to not stray from the main issue.
Laws shall be written in simple terms anyone can understand.
Laws shall be reset every 25 years (one generation).
Pork Barrel bills shall be illegal.
Budgets shall always be balanced allowing for a 10% emergency fund.
All elections and political campaigns shall be funded by the government and government only.
You may not use your own money to fund a campaign.
Communes shall be encouraged.
Each country shall the number of votes of the population of their country.

You shall not lobby the government for 10 years on behalf of an organization if you previously worked for the government.

Animal law For animal law, crafting effective legislation involves ensuring the welfare, protection, and rights of animals across various contexts. Here are ten foundational laws that would greatly benefit animal protection:

Anti-Cruelty Statutes - Prohibit all forms of animal cruelty, neglect, and abuse, including both physical harm and neglect of basic needs.

Schools shall raffle tickets at a set price with 2 tickets at a time. Student athletes get 25% of earnings spread evenly for those on the team.

Students may get endorsements.

If I were to propose ten universal consumer protection laws that could be beneficial globally, they might look something like this:

Right to Safety - Consumers should be protected against products, production processes, and services that are hazardous to health or life.
Right to Be Informed - Clear information about products and services should be provided, ensuring consumers can make informed purchasing decisions.
Right to Choose Freely - Markets should offer a variety of products and services at competitive prices with assured quality.
Right to be Heard - Consumers' interests should receive full and sympathetic consideration in the formulation of policies and fair treatment in dispute resolution.
Right to Privacy - Consumers' data should be protected from unauthorized use and sharing.

Low denomination currency less than one paxa will be entirely low value metal. Physical currency that is a paxa or more will contain an RFID with a serial number, and unique ID. Each coin will be digitally signed with certificate rotation every year. These certificates will be highly guarded and if leaked that currency will be passed out over a 2 year time period. The RFID will have a colission algorithm so that coins can be counted in batches. The outer ring of the coin shall be thin and have different metallic material (palldium, copper, silver, gold, platinum, etc.). The more advanced the security measures (asymmetrical encryption, PUF, etc) are applied on higher value coins, where when it is not cost effective to clone denominations may forgo the security feature if it requires high cost. With the cost going down on methods over time due to scale, more secure methods may make it onto lower denominations. Money will be tracked to ensure if a currency is cloned, it will be flagged for possible fraud (ie same serial number shows up in two very far locations). There will be no paper money or paper checks. There will be no fees on transactions but money is tracked due for taxation purposes. This data may never be sold by the government to third parties and the data will be available for the particular consumer or business via an online portal for full transparency. This same site will allow you to pay taxes for cash only businesses or digital/cash hybrid businesses (for taxes which are not automatically deducted upon transfer). Tampering with the currency is a criminal offense unless done to expose vulnerabilities (reported novel vulnerabilities will garner a bug bounty). Currency with high vulnerabilities are subject to be taken out of circulation or have are recall. Each coin shall have the denomination, the year it was minted for ease of recall, and art on both sides following a unique theme. For cents the denominations are 1¢, 5¢, and 25¢. The Corporate Fair Pricing Act

Section 1: Definitions "Price gouging" refers to a seller raising the prices of goods or services to a level that: a) Represents an excessive and unjustified increase compared to the seller's costs; and b) Grossly exceeds the price at which similar or substitute goods or services are readily available in the local area.

Section 2: Prohibited Conduct It is unlawful for any corporation to engage in price gouging in the sale of goods or services in the following circumstances: a) During a declared state of emergency or disaster; b) For goods or services designated as essentials by the relevant government agency; c) When the corporation possesses a dominant market share allowing it to exercise excessive market power.

Section 3: Factors for Determining Price Gouging In determining if a corporation has engaged in price gouging, the following non-exhaustive factors shall be considered: a) The pricing conduct in question compared to the seller's costs, supply chain costs, and profit margins for said goods/services; b) Prevailing market prices and price fluctuations for similar goods/services in the local area before the pricing conduct occurred;
c) Any circumstances restricting supply or causing a price fluctuation, such as emergencies, shortages, or extraordinary demand increases.

Section 4: Enforcement and Penalties a) The [designated agency] shall have authority to investigate complaints of price gouging and issue civil penalties up to the greater of $500,000 or triple the amount of excess revenue derived from price gouging. b) The [State/Federal] Attorney General may bring criminal actions against corporations found to have willfully and egregiously violated this Act. Penalties include fines up to $10 million and potential corporate dissolution. c) Consumers shall have a private right of action with potential remedies including restitution and punitive damages.

Section 5: Exemptions The following shall be exempt from the prohibitions in this Act: a) Price increases directly attributable to increased taxes, fees, or supply costs outside the seller's control; b) Reasonable price differentials due to rebates, discounts, vouchers or competitive pricing between geographic locations.

Each business shall receive a banking account in which initial funding can be sent. Taxation is calculated based on activity there and will be automatically deducted.

While X corporations and Z corporations provide liability protection for owners regarding the corporations' debts and obligations in the normal course of business, this protection does not extend to illegal activities. If an organization, whether an X corporation or a Z corporation, violates laws or regulations, the owners, executives, and other responsible parties within the organization can be held personally liable. There is no indemnification or liability shield for individuals involved in unlawful conduct committed through the corporation."

In other words, the corporate form and liability protection only applies to lawful business activities. If corporate representatives, owners, or management engage in illegal acts through the corporation, they can face personal civil and criminal liability despite the corporation's structure. The corporate veil does not protect against individual liability for illegal actions.

Shell corporations are illegal and movement of money in other to evade taxes can result in fines and jail time of those involved.

Former employees, owners and executives may be liable for illegal activity at a corporation with no statue of limitations.

There shall be no tariffs or subsidy between states or countries.

Closing a corporation is free and there is a three year period where it can be revived for double the initial fee. Closing a corporation does not remove legal liabilities from illicit activities.

Upon divorce all assets get split evenly among spouses unless there is infidelity, physical abuse, or abandonment in case the wronged spouse gets all assets. No prenups allowed. Abandonment consists of where a spouse makes a multitude of attempts over the course of a year to meet in person with failure of the spouse. If a spouse is not trying to reconcile in good faith it may still be considered abandoment. Abandonment can be physical, sexual, or emotional. A court may reverse a decision and even move all assets to the other party if fraud is involved. Satute of limitations is 25 years from last good faith contact attempt.

Every person 16 and up will have a government sponsored email. 15GB limit to start and additional 1GB each year added. Email is tied to their IDP account. Government access requires a warrant to data or wire tapping for any communication method.

Department whistleblowers may be rewarded financially for their exposure of individuals and department corruption depending on the level of fraud. Small claims lawsuits 5,000 USD (in 1983 money) can be done twice a year. A person may file up to a maximum of 12 small claims suits but loses their right for the year if any are found to be frivolous.

There are no court fees for lawsuits for the first one in the year. Lawsuit filing fees beyond the first one are applicable and up to local states to set the amount.

Innmates of jails and prison will have a web application where they can report corruption of officials. These officials will not be made aware they are being investigated nor who reported them. Random investigations shall take place throughout the year to prevent suspicion. Innmates may receive financial compensation for exposure depending on the level of corruption or fraud exposed. No prison time may be reduced. Upon successful exposure the innmate has the option to be moved to another facility.

Inmates may not get time taken off for good behavior but they may have time added on for infractions.

No vending machines or food allowed during visits from friends or family in prison or jail. Visitors must go through body scans to prevent contraband smuggling. Visitors who are caught with attempt to smuggle contrband must be tried in court. Prisoners caught with contraband can face an additional 3 months may be added to a prisoner's sentence, and double (exponential growth) each additional time caught. Staff who are smuggling, helping smuggling, or turning a blind eye must be prosecuted. Any contraband which makes it into the system must be investigated with all vulnerabilities patched. Methods and techniques which expose how it eas done must be shared on a website with all other jails and prisons. These jails and prisons must implement the patch within 90 days.

Bug bounty program. If a prisoner is able to successfully sneak in contraband and willfully exposes the vulnerability they may be financially rewarded. A web app lets them report the vulnerability and a third party can come and verfiy they have the contraband. They may not be punished or face retribution for exposing the vulnerability. They have the option to move to another facility upon successful exposure. The new facility may not know the reason for transitioning. These exposures must be annonomized on the prisom vulnerability website. The reward comes out of the budget of that particular local department that was exposed.

Special circumstances Raj may impose the death penalty or corporal punishment for heinous crimes or those who have no chance of rehabilitation.
