Applications need to filter content to match the age of the user. The rating restrictions tend to be location and domain specific without a common ground for where these groupings should be. Instead applications provide a range of gates and the implementation returns which group they are between. This change is somewhat influenced by the new California law to make public API available but it's something we want to be pushing for anyway to allow applications to perform relevant filtering.
