That sounds like a problem you need to address within your software. It's not Homebrew's job to print every upstream idiosyncrasy. Our job is to build and install open source software for our millions of users. This sort of thing belongs in either your documentation or a prompt upon launching the software for the first time.

With regard to arttime specifically, we are talking about a package that has been installed 310 times in the last 365 days. By my count, that ranks at position 5134 out of 6992 formulae. I understand that you believe we are acting irrationally, but we as volunteer maintainers have extremely limited time to maintain Homebrew, and don't want to spend it arguing with you on how we do things, especially for something that is not a popular piece of software.
