As real-life America gets bombarded with Orwellian security systems in the form of Flock, one GTA V modder has decided to add the oppressive tech into the streets of Los Santos.
Hilariously dubbed Grand Theft Automated License Plate Reader, modder WTTDOTM has introduced 235 working Flock Cameras to the streets of Los Santos. As you move around the open-world, these cameras will track your every move, take pictures of you, and do everything Flock Cameras are designed to do.
That’s right: as you commit crimes, such as speeding or splattering a line of pedestrians, these cameras will report your actions to the police and continue tracking you across the open-world. Additionally, the cameras can also falsely report you, although not as often as the 70% false reports that their real-world equivalents try to hide.

Furthermore, as this is the world of Grand Theft Auto, you can also De-Flock Los Santos. With the power of a well-placed rocket launcher, you can blow up the pesky Big Brother devices and clear a section of the map. If you’re dedicated enough, you can remove all 235 of them, and go back to the good, old-fashioned way of magical police detection.
As the virtual Flock Cameras take pictures of you throughout your GTA V adventure, you can save those pictures in widescreen or portrait formats. Additionally, the mod also allows you to place your own cameras across the map to set up your own surveillance state and take screenshots of your best stunts.
In a TikTok video advertising the new GTA V mod, the modder explained that the 235 virtual Flock Cameras are already oppressive, but they pale in comparison to the number of cameras installed in American cities.
“Flock is a scourge on America,” they said. “It’s a private, eight-billion-dollar surveillance company that operates over 100,000 across the country. If you think the 235 in this mod are bad, just understand that that is one-tenth of the cameras currently installed in LA County, which Los Santos is based on.”
While Los Santos isn’t a 1:1 scale version of LA County, there are multiple camera placements which are identical to their real-life counterparts in this mod. While other cameras are close approximations, it still shows how invasive these security cameras are with some looking over public beaches, capturing images of everyone in beachwear and storing them on private company servers. (Let us not forget that Flock Cameras have been used in real life to stalk people.)
