If you are updating from version 1, Outcry now shows a one-time notice explaining what changed in version 2: replies are generated by Outcry's service instead of on your device, and conversations from the earlier version stay on your device unless you continue them. Files left behind by version 1 are removed. New: delete your conversations from Outcry's servers without an account (Settings > Advanced). Basic, Plus and Pro plans can be bought without signing in.
