It probably doesn’t make a difference, but this isn’t a modern stamp act.

While the law states that platforms have to report the average number of monthly Illinois users, it clearly states that the tax is only paid on Illinois users that you’ve collected data on within that month.

This is new and novel; it may not make a difference in the end. But it’s not a stamp tax. You could avoid paying any tax by continuing to provide your services without profiling your users.

I assume Pritzker’s goal wasn’t necessarily to pass a bill, so much as to get everyone talking about how Pritzker is taking on big tech.
