Note that the alert isn’t about being able or not to disable Siri. It’s about Apple Intelligence. Those are two different things. You can disable Siri AI and you’ll still have Apple Intelligence in other OS surfaces.

I am 100% sure there will be a `defaults write ...` command and/or a policy setting via Apple Configurator (mobileconfig profile) to disable it completely.
They will probably push hard on the "enabled by default" part. Since they are literally paying millions to Google...
I would assume so too.
Defaults writes are the basis for MDM deployments. We use Apple School Manager + Jamf and there is a long list of toggles for existing Apple Intelligence functionality, including disabling Siri, this would be a divergence for Apple.
…which probably won’t work for everyone and their grandmother, because most settings in Apple Configurator require you to have a managed device.
If you have a Mac, you can supervise devices locally. macOS itself doesn't really have restrictions on payloads (except for Declarations, which mostly are sent by an MDM server). Both Apple Intelligence and Siri can be blocked by Screen Time anyway; it's basically a user-facing interface to apply the same restrictions.
You can block Apple Intelligence and Siri using Screen Time. Configuration profiles and the typical user-facing settings are not likely to go anywhere either.
Another reason not to upgrade from 18.

Only into systems you don't control. Not into systems you do control unless you want it baked-in. You'd think those frogs would be boiled by now but those which aren't can still escape the pot to hop from the former towards one of the latter.

Maybe the difference is that in iOS 26 you can turn off Apple Intelligence without turning off Siri. That's how I've been running my devices. It'll be unfortunate if I can't continue doing so.
