US Army commissions second cohort of tech executives into innovation unit

This doesn't require commissioning anyone. Civilian advisors are not unusual in the government, generally, nor the DOD specifically. This is just a chance for some clowns to cosplay as serious soldiers, and claim a rank (Lt Col) they never earned.
