Well, Cyprus is full of scam businesses and they are the backbone of the economy - except no slave labour is used. And this is in EU! And in plenty of other places.

Core reason is capitalism, sadly. Capitalism means that a lot of money are in the hands of people that are (no longer, or at all) smart enough to make them - elderly who invested in stock market for 50 years, heirs, etc. When there is money to make, there will be people who will try to get them.
