Actually the whole thing has nothing to do with Rust at all. It's just that one of the proposals was about integrating a borrow-checker into C++. The timeline events and technical explanations of Profiles and Safe C++ are accurate, but the narrative of Stroustrup "losing" appears contradicted by more recent developments favoring Profiles over Safe C++.
