A thought on universal conscription: over here we don't have truly universal conscription (just got voted down), but we do have universal male conscription (with exceptions for objectors and people out of the country), so the male portion of the police force doesn't feel any need to run around in "tacticool" — they get enough of that every year during refresher training. In fact, our police don't even normally wear helmets.
