In 2012 a survey found that 99.8% of college students owned a phone that could get SMS texts. There are phones under 25 bucks and plans with talk and text starting for free. This is way less than the calculator my kid was required to have. Hell, A YubiKey can be had for 25 bucks. In my opinion this is a non-issue.
