Microsoft Store remembers App history for local users

An old but not widely known fact – particularly problematic in machines with hardcoded OEM keys like most laptops, as the app history will still be visible to new owners purchasing the machine even after reinstalling Windows.

This seems like one of those things that any old programmer writing code should think "if I tie this to hardware and it always remembers .. what if ..." and the issue should have been nipped in the bud.
