Another piece of high quality urinalism. It is simply not true that walking above 6km/h will get you a fine. What actually happened in reality, not in the fantasy land where these journalists live, is that walking speed was defined to be 6km/h, so that other laws that refer to walking speed have a quantifiable basis. This does not mean that you cannot walk faster, it only means that when a law refers to walking speed, it means 6km/h. So it is a definition for other laws that says what the term "walking speed" represents, not a new law that dictates walking speed.
