GraphHopper Routing Engine 11.0 Released

Some nice changes are included like the turn_penalty feature. Turn costs were possible before in Java, but now it is possible to consider turn costs per-request in a custom model (simple JSON format) and consider more complex things like road class or left/right hand traffic.
