Will new U.S. H‑1B fee redraw the North American talent map?

The $100k fee will definitely put H1-Bs out of reach for many small-medium sized orgs, given that the attorney fees for the whole process is another $20k (rough average). However I bet a lot of larger companies (FAANG, Lord Genius Elon, etc) will reduce, but it's worth it for them over the long run - especially with the current administration is so business friendly to the big tech companies (i.e. regulations requiring equal pay will be enforced with a far softer touch if at all).
