HTML spec change: escaping < and > in attributes

Wow typo in maybe the most important part. When discussing how to not have tests break on the changed >, the comma should not be part of the code formatting. Especially given it's a mess of punctuation already, somebody could get that wrong. Likely easy to detect but still.
