the impulse of successive US governments is 'to hurt China', which manifest in policies which ostensibly appear to do this, but are more likely to the hurt the US. Chip sanctions might be a good example - banning GPU to slow down China innovation rate, served only to accelerate said innovation rate. DeepSeek wouldn't have happened without the constraints on chips. There is really nothing we can do, there is no getting off this train
