In other words, the EU wants to fund research for China, India and Southeast Asia --- locations that have proven their superior ability to innovate and apply research in the marketplace.

The big problem for the EU is not research. It's their bureaucratic economic environment that limits the ability of innovators and startups to obtain a foothold in the global marketplace.
