It's not about how laws are passed as a whole. Your point for that is right. This law in particular creates a sweeping regulatory environment that shows hypocrisy at best and at worst something that make the technology useless for anyone obeying the law. It's an "all knives must be dull" kind of a law.
Imagine a billion AI regulators and lawyers and a judge in the Eastern District. Move fast, sue things.
