Scientists Discover Massive Reservoir of Water Hiding on Mars

Haven't they heard of The Boring Company? Colonists arriving on Starship can drill for the water and refill the oceans by 2029, or the next year at the latest. With a million people on Mars by 2044 and a genius inventor to sort the problems out, should be easy.
