Is the biggest fusion experiment dead after new delay to 2035?

Reminds me of the sci-fi plot about a group of people traveling to another planet around another star to populate it.

Except when arriving they find it is already populated by people who left decades or hundreds of years later thanks to improvements in rocket technology.
