Addressing Government Seizure of Domain Names

How has the Belarusian regime been able to shut down opposition websites by seizing their domain names? There must be regulations in place at the domain registrar level that prevent such actions. Are there any existing mechanisms or precedents for stopping a government from controlling and redistributing domain names? How have similar situations been addressed in the past?
