Google Nest only allows volume control of individual speakers for legal reasons

Could google work around this by having individual adjustment of the speaker amplification but also provide an EQ functionality that works on the audio stream before it is sent to the speaker? This EQ interface may, for convenience have a "lock sliders" feature, so that the user can attenuate all frequency bands at the same time, this is not an adjustment of speaker volume, but an equalization of the audio signal.
