This article reminds me of a saying, along the lines of "the mission of any organization eventually becomes self-proliferation". No matter how noble the original mission, it devolves into selfish pursuits.

I can't find the actual quote nor its origins. If anybody knows what I'm talking about, please let me know.

    TL;DR

    In any bureaucratic organization there will be two kinds of people:

    1) those who are devoted to the goals of the organization,

    2) those dedicated to the organization itself.

    In every case the second group will gain and keep control of the organization.
